“President Museveni Visits Kisoro to Support NRM Candidate under Internal Party Divisions”
President Yoweri Museveni is set to visit Kisoro District today to rally support for Rose Kabagyeni, the National Resistance Movement (NRM) candidate in the upcoming District Woman Member of Parliament by-election.
The visit, confirmed by Dr. Chris Baryomunsi, Minister of Information, Communication Technology, and National Guidance, aims to bolster the party’s campaign ahead of the November 14 by-election.
However, Museveni’s visit comes at a time when divisions within the local NRM leadership are becoming evident.
Dr. Philemon Mateke, the District NRM Party Chairman, has openly opposed Kabagyeni’s candidacy.
Instead, he has endorsed Grace Ngabirano, an independent candidate, during rallies in Murora and Chahafi town councils.
Dr. Mateke described Ngabirano as the most suitable successor to his late daughter, Sarah Mateke.
“There is widespread vote rigging. If we want to strengthen our party, we must be transparent and truthful. In this case, it was unfair to impose a candidate on the people,” said Dr. Mateke.

The Kisoro by-election, set for November 14, 2024, comes after the death of Sarah Mateke, former Kisoro Woman MP and State Minister for Defence, in September 2024.
The race has drawn multiple candidates, including Salim Sultana of the National Unity Platform (NUP), Aisha Cyimpaye of the People’s Progressive Party (PPP), Rose Kabagyeni representing the NRM.
Whereas Juliet Musanase from the Forum for Democratic Change (FDC), and Mable Ingabire of the Uganda People’s Congress (UPC).
President Museveni’s involvement in the campaign seeks to unify party supporters and secure victory for the NRM amid internal disagreements and competition from other candidates.
